This looks to be the latest OLP fansite/street team/satellite toolbar:

It does look better than the one put together by UltaStar and has a lot of blog and other RSS news links for OLP. But looks more like another myspace site with limited fan interaction (No message boards)

I don't think this is their fanclub replacement. Just yet another official mailinglist and street team. Maybe their only official street team? Not sure.
