I saw a sign in California about seals... it said "molesting seals is prohibited"

Makes sense to me, but I definitely think it would have been a good idea to rephrase it...based on connotations associated with the word Molest.

It's not weird, though.

To disturb, interfere with, or annoy.

That is the definition I usually think of. For instance, if I am throwing pennies at someone, they could yell, "Hey, stop molesting me!"
