They're interchangeable. There was a shift a few years back to calling them STI's because infection has less of a negative connotation than disease (I think so as not to scare the children with the word disease, hey it's alright for you not to have safe sex as long as you're getting an infection and not a disease right?). More recently, it has shifted back towards STD instead of STI though. My guess would be because disease carries a more serious connotation.
