That is bullshit. They should be able to get visas. What happened to "bring me your huddled masses" (or however it goes). It would be bad enough if they didn't have a reason to come, but they're coming for a wedding. If they need to look for statistics, they should look up how many people who come to visit for a wedding actually stay in the US.
This whole beuracracy shit is getting tiresome. Who cares what the statistics say? Look at the specifics of each case before tossing people aside.

First of all, my stated position on law is as follows: law is bad.
but, to play Narbus (the devils advocate), i can sort of understand at least why they rely heavily on statistics when making these decisions because i work in the insurance industry, which is also dominated by stats.
doing this type of work on a case by case basis requires far more time and manpower then just using statistical data to help you make a broad, sweeping generalization. like with car insurance, some insurers won't write a policy for any individuals who have been cancelled for non payment in the last three years because statistically the people who are CNP are more likely to have a claim.
everyday i hear from somebody who has a legitimate reason for missing a payment and who doesn't deserve to pay high premiums. my underwriters don't even wait for me to plead the case when i phone because to do things case by case would take way too long.
it may not be the best way, but it saves time.
i guess that's a shitty reason to keep people out of america though.

I'm sure there are other factors. They aren't exactly going to tell you every little thing they take into consideration. An Indian coworker of mine recently was denied a Visa to go on vacation in Italy for apparently no reason. They have that power, they are merely doing their job, fair or not.
