Photoshop will easily do it.

Or even MSPaint, though it will degrade the quality a bit.

Or just attach the picture here and then ask someone else to do it for you. heh

don't listen to him I have the ultimate photoshop-lacking/illiterate resizing method

MS WORD

paste the picture in
right click
format picture
click on "size" tab
put in the size you want it to be

it works really well

Photoshop was just as easy as word, Open picture, choose IMAGE SIZE and enter the size in percentage or pixel amount and DONE!
