Nope, that doesn't work. You can't start the second sentance with "to".
If you're going to break up the sentence, go:
I have been greatly concerned about changing my major all summer, to such an extent that I have lost sleep over the issue. I would be relieved if this could be sorted out.

Well, come on, man... "To such an extent that I have lost sleep over the issue."... that's quite obviously a sentence fragment. And that's just the beginning of it's problems.
