How's the whole "proof' thing work? Do we even use that term in Canada outside of bartenders? Am I retarded?

It's not a common term but I've heard it now and again. In North America we mainly use the % alcohol content, which is deemed to be about half of the "proof"... so 40% alcohol by volume is approx 80 proof. This conversion is apparently different overseas and has changed over the years.

"Spirits shall be deemed to be at proof if the volume of the ethyl alcohol contained therein made up to the volume of the spirits with distilled water has a weight equal to that of twelve-thirteenths of a volume of distilled water equal to the volume of the spirits, the volume of each liquid being computed as at fifty-one degrees Fahrenheit."

I don't agree, I think men should have an opinion on abortion. The problem is that they never take responsibility for what they do. So I suppose only responsible men should have an opinion
